Who actually has unmonitored access to the internet at work?
ME :D

Who takes shameful advantage of it?
Shameful advantage? Like what?

Who has gotten into trouble with it?
Never get a trouble at office. Only 1 person that I assumed was jealous of me because he is the marketing and I'm the secretary and he didn't like it when he saw me browsing the net. Why? Because he just didn't have time at all to even sit comfortably at office because he had to go out meeting people. Different position, different job desks, right? So, he was just jealous. I don't count it as 'I got into trouble by surfing the net'. I surf anytime I want. Of course after I finish my job. Nobody seems to mind as long as I have finished my job desks, except that person. :)

I hope your colleagues will change their mind. Or maybe they're jealous to see you surfing while they still have loads of work to do. Try to think of it from their point of view :)
